Both my dad and grandfather have ridiculous stories about getting their licenses. My granfather tells us he was 15 and drove the family car to the police station and was told "well if you drove here you must be ok" and was given a license.
My dad had gone to the police station with his older sister to get her license and rode in the back seat while she drove around the block on her "driving test". When she was done, the police officer said "well we might as well do you as well" and had Dad do the same round the block test and they both got their licenses. Dad also has a similar story for his truck license, in which he stopped at the police station in a large truck carrying a full load of livestock. As with my grandfather, he was told that if he drove that here, he'll be fine and was given a license.
