Absolutely inexcusable, at least if they're charging full price. If it was a game that cost $5 for each 10-hour playthrough that might be a different story.
When I started playing New Vegas in Hardcore mode, when I first saved I noticed a "1/100 saves used" message. I mistakenly though that meant I only had 100 saves for the entirety of the game (excluding autosaves which for obvious reasons wouldn't have been included). The first 10 hours I was playing, I lived with every choice I made, for better or worse. It was freaking awesome, especially in a game where choice has such an effect on the overall game.
And then I realised it meant I could have 100
separate saves, and I slipped into my old gamer habits (saving before talking to anyone, before taking or completing quests, etc).
