You can't really reconcile American minstrel blackface with the Dutch tradition of Zwarte Piet or the Persian tradition of Hajji Firuz.

It was popular in the UK too, so it's racist there. It's fair to say that if something is common knowledge in the US and the UK, there is little excuse not to be aware of it in Australia. In non English speaking countries I think it's a bit fuzzier.
