These don't exist. Ubisoft "codes" or "keys" only unlock the uPlay version. If you want it on Steam you need to buy it there or find someone willing to sell you a gift. It will be more expensive. Its like this for virtually 99% of Ubisoft games now. Occasionally there's an outlier (i.e. South Park Stick of Truth) but certainly not for franchises like this. The Steam version is not available outside of the platform as Ubi wants to push people to uPlay as much as possible (i.e. Amazon, GMG, etc. only sell the uPlay version).

There was a Nvidia promotion that was selling for close and even under this price that allowed you to choose between For Honor or Wildlands (on uPlay) but I dont know if those are expired and you needed specific hardware to redeem (1070 or better). There were also promotions for motherboard purchases that allowed to get the deluxe version (also on uPlay). Its going to be a tough find in your price range on Steam as the historical low is $40 I believe. If you're ok with the uPlay version try to find one of those promotional versions as long as you have a 1070 or better if they can still be used as that should be a sub-$20 find. The motherboard deluxe bonus version will be a tougher find and may be more expensive since it comes with the season pass. Not intending to piss in your coffee, just sharing info.
