If you fix the lag then BO2 gameplay is tight. But you still have the issue of poor map design. The other reason MW2 still sits high on people's lists (OMA and DC notwithstanding), and the reason people don't complain much about its spawns is because of the map design. The end to end size of many of the MW2 maps isn't big but the lines of sight are small in most areas of most maps. Off the top of my head there is a lot of verticality, plus buildings, walls, rooms, fences, bars blocking windows, less doors, hills, etc.
I mean, take these three maps for example:
Invasion:
and Karachi:
and Sub Base:
I don't think anyone can argue it takes a long time to get up/down or across any of those maps. But even though there are a couple areas with long sight lines, there are a ton of safe places to spawn way outside the usual battle areas. And there are so many buildings and crannies to jam someone in, that it doesn't usually present itself as a problem. There ARE sections in all three maps with long sightlines, but you do have the option to avoid them in most cases. Meaning the maps are viable for a whole pantload of gameplay styles.
Put MW2 style maps into BO2 and you have a winner.
Black Ops 1 actually had better maps than BO2, not really sure what happened there. My favorite map in BO2 was actually Drone. I don't know if it was luck or whatever, but I rarely felt screwed by the spawns. Come to think of it, that map seems to closely follow MW2 map design. Long sightlines, barricades, small sightlines, nooks and crannies, and two fairly large spawning areas.
