FANG is a way better design than Remy, Twelve or Necro.
There's something to be said about minimalism in design, and I think your right that Capcom has moved away from that to their own detriment, but your entire thesis is based around the idea that SF3 is "the GOAT", when public perception of that cast is mixed at best.
In fact, I'd go so far as to say no Street Fighter ever was criticized for it's cast more than SF3 in it's day.

Not defending Capcom here , they made many weird decisions . But people can be really hating for no reason , SFV Ken looks amazing in game. Not only he doesn't looks like Ryu clone anymore , he has cool fighting pose and movesets .

You know what, gaudy is just an accurate description of SFV's cast in general.
Everything below the neck is fine for Ken, & the only issue with the hair is the execution rather than the style itself. Nash's makes sense given what happened to him, & Dhalsim's fits his character well. Ken's head aside, I don't see the issue. Karin, Urien, Balrog, & Vega in particular got fantastic redesigns (Karin specifically desperately needed a redesign).Gotta agree.
I like Street Fighter well enough but its definitely missing something with most of its look in 5. In general I agree with the OP too, the designs just are not that cool for the ones that were redone. Ken, Nash, Dhalsim, and others just are not... cool looking. I hate looking at Nash in particular, his stance, poses, and look are just awful. He looks like a side character from a Power Rangers/Kamen Rider.

I believe there is one, but I'm not too fond of the changes made to his face.I do wonder if there are some solid PC mods that fixed his hair. Would be something to look into.

Nothing in that post is "defending capcom", at most it's a rebuttal to everyone misusing the word "overdesigned", because most design in the game are in fact very simple, your post however had nothing factual about it; it was literally:

I honestly thought people would be more interested in talking about the music and presentation as a whole and not picking apart the SF3 bit. SF3's cast is GOAT, but it's more than that.
Also, I'm aware that the public rejected SF3, and I'm sure that if SF5 had done a complete departure from the World Warriors people would have been upset as well. But in hindsight it was part of an ongoing trend at Capcom to push the boundaries. Hell, SF3 felt like it was trying to make actual strides to distance itself from the racial stereotypes of SF2 but this was before a time where Capcom could actually control their marketing messaging or properly prepare players for the game.
Regardless, it's not just character designs that Capcom has stumbled over recently.

I do like the above characters better than the ones on the bottom, but overdesigned is not what I would call them. I'd go as far as to say that they're kinda generic. Juri was a bit better in SFIV too
That's true, and essentially Street Fighter IV and V are EX4 and EX5 - outsourced 3D graphics spinoffs.They were making Street Fighter EX3 and Dino Crisis around the same time, and I'd put the art and music of Street Fighter V and Resident Evil 7 up against that any day.

Their design work on RE is still top-notch imo.
Dragon's Dogma is the shit.
But they haven't cranked out a good SF character design in over a decade imo. I'm still incredulous that they threw out those rad SFIV beta Rufus/Abel designs in favour of the ones they went with.
