For PVE you should prefer a shotgun with good RoF.

Now the perks are the same than PVP:

Barrels: Aggressive Ballistics
Perk 1: Shot Package
Perk 2: Reinforced Barrel

Perk 3: your choice

BTW the vendor Secret Handshake is awesome for PVE.

Full auto, any sort of range perk, and maybe army of one.

Shot Package over Full Auto for me... it is the same perk slot... the RoF is not that high to need a Full Auto.
