You don't need to. I just started playing again three or four weeks ago. You can basically pick up your old character where you left off and everything is better than you remember.

I think I recall them saying it was account wide, not character wide, to cut down the grind. So it would be a paltry as fuck 30 Marks per day if it's 15 C and 15 V :/

They turned into Commendations in your inventory which you can use to get Reputation for your pledged faction.
