Considering Bungie staff have often said that they wish they could give themselves stuff, I really doubt this is how they obtained them. I'm sure the method to obtain them will be discovered in time.

Well they did give that one guy weapon that isn't obtainable by any in-game means.

Edit: It's not reasonable to think that Bungie doesn't have means to target accounts in mass or one by one, and give and take items from them when necessary

Theres a relic with 2 slabs and glyphs on each one with 3 symbols. Everytime you dunk the relic one lights up. No one knows what to do then.

I heard something about them getting them from Legendary engrams, but that sounded like bullshit to me.

Well you can't imply that they don't have means to give specific accounts specific items and not to expect that to come up. It's clear as day example of Bungie targeting specific user and giving him unobtainable item just because.
