It can drop from any place year 2 exotics drop, such as Nightfalls, Oryx or Pistons chest in King's Fall, etc.

This is why RAFs are so important. Also I saw a new guardian in the tower. Level 2, low grimoire, probably had the level 25 level increase item. Wish I had someone to help him with RAF quests.
