The amount of customization that went into Scorpio for a supposedly mid-gen refresh is a good sign that consoles, instead of becoming more PC-like like people predict, can actually differentiate themselves from PCs. I would imagine for PS5 and Next Xbox, both company will do more stuff to circumvent the wall that we're hitting when it comes to Moore's law.
Secondly, the high clock on the Scorpio GPU is a good indicator that console manufacturers have enough faith in their design and testing pipeline to be less conservative than they were in the ps4 / xb1 generation when it comes to thermals. They were burned by 360 / ps3 failure rates, and it seems like they've gained by their confidence back. It'll might be possible that boost clock / turbo mode might become a thing like they are on desktop GPUs.
