Yeah, Super should be in the year where she's born, considering that wish right before the universe 6 arc. I guess there's a chance that the wish was just Toei messing up an original scene that wasn't in Toriyama's outline though, considering how the manga didn't have an equivalent timeskip stated, just a much more vague one about some time passing since that battle.
Although some kind of timeskip between both arcs is necessary for Piccolo's power level to make any sense, considering how he's shown to be much weaker than base Saiyans in RoF, but their distance doesn't seem to be nearly as big in the Universe 6 tournament.

The hair is a different color there because most of the reels for the Buu saga are damaged.

Nothing like that's ever been said, but considering 3 of the Saiyans in the ritual were half bloods and one was a quarter blood fetus I doubt it.

Non Full-Bloods can probably undergo the transformation too and even if they can't, they should be able to attain something else which is just as if not more powerful because half-breeds have more potential.
From what I remember from an interview with Toriyama, any Saiyan can become a Super Saiyan God. How powerful they become depends on the Saiyans. So, I don't see why half-Saiyans or anyone with Saiyan blood can't become one.
However, even with Super Saiyan God they will be way weaker than Goku and Vegeta, and it is questionable if they can absorb the power of godhood since Beerus called Goku a unique genius when he did it.
