She's too new - not a lot of players have developed the match-up data needed to play her at the highest levels. This always happens - we didn't start seeing Guile in competitive tournies for 3-4 months after he launched. Same for all the other DLC characters.
We should see some legit Kolin in tourny player's hands by May or June.
Only pro player I've seen pick her up is Poongko, who's been doing pretty well online but haven't seen him take it to tournament.

She's not "shit".
But, she'll take a while to get down. She's a setplay/mobility character who has never been playable in a SF game before.
I know AutoMattock is going in with her. Looking forward to seeing how he does.

Those are the big two, but she got so many little changes and about 20 to 10 damage nerf on almost everything that did 80 or more damage in addition to some unlisted changes(opponent fall out of EX SBK after one hit way more than before now). Chun's thing was that she got it all, and all of it got nerffed, a good way to look it is this:
- Her damage was about top 5 = now it's button half
- Her AA game was top 5 = now she's one of the most free too jump ins in the game
- Bad AA also make her ground game less effective, why challenge her excellent normals if you can just jump in on her for?
- Her point blank pressure was like the most oppressive in the game = now it's bottom half
And I could keep going... The only thing she still excels at is having good ground normals and we all know no one is winning a set by pokeing the other player to death in this game, her having less than regular health now is as stupid as her having regular health in S1.
