Basically it boils down to this... starting on a new server means everyone else starts where you are. There is no supply of high level items. There is no established market. There is no high level player to help you (or grief you). You get that new MMO smell for a few weeks. You get the chance to make some money early on before everyone and their cat catches up on crafting and gathering.
Starting on a legacy world is going to be basically like starting any other MMO a few months after launch. Players will have jobs at level cap, there will be supply of high level items, stuff will be easy to find. There will be lots of established communities looking to recruit members and players knowledgeable about the old version of the game and how it has evolved.
The leveling dungeons actually force level sync caps so legacy players will still be doing the low level content with new players as they work through the main story quests and class quests.
And then month after launch it won't hardly make any difference since new players will be at level cap with at least 1 job by then, so unless the new MMO feel is critical to you then you may want to consider the long term implications of your choice of server over the immediate ones. At least for the 6 months after launch until they allow server transfers.
Oh, it has a level sync? Nice.
And yeah, I guess it will be like when I started WoW when TBC came out.
