When you play 433 you need the striker to hold it up and allow others to play off you but Rooney is very poor for England.

To be honest I think there's potentially a lot of deck chair shuffling and no actual replacement of quality.

Welbeck should not be in an England (or a Manchester United) starting lineup, but there's no queue of quality sitting behind him in the pecking order.
