They gave you the same game during that other period too. In the beginning with PlayStation it was Crash and Jax ('97-'05). That moved over to just Uncharted for the majority of the PS3 generation until The Last of Us at the very tail-end. They moved over to strict AAA games which have a different development timeline than their other games. You are conflating the number of games released with the number of brand new IPs that have been created.
They had 4 Crash games, then started Jak only 2+ years later with 4 Jak games on consoles and two on the PSP. Then they moved to uncharted in 2 years and had 3 console games a Vita game, and TLOU, then they moved on to nothing for an entire gen, and from 2020 until now for the next generation of consoles they still have nothing.
Instead what we have gotten in that entire time is 3 versions of TLOU, TLOU2, TLOU stand alone dlc, TLOU MP, Uncharted 4, and the Uncharted legacy thing.
There's no spinning this, and ALL their games were AAA games in each of their time periods, Uncharted became a massive one and they still had 3 games, helped with a Vita game, and put out TLOU. I'm not conflating anything, you're ignoring the evidence that shows there's little excuse for 9 years without a new IP.
But releasing TLOU a third time without MP, they have time for that? They didnt even need the original remaster. that came out only one year after the original game.
It can do both, but if you're striving for the quality in animations and voice acting and overall fidelity that ND strives for they are not big enough for a new IP alongside this unless they double in size.
Remember they outsource a TON of work too, it takes a ton of man power you are obviously ignoring because you like thinking you're right.
