Open image in an image editor capable of transparency (Paint.NET, Photoshop, GIMP etc.). Draw a frame around it with the rectangle tool (or equivalent) and save the image as a PNG-file.

It's too big. When you upload an avatar to NeoGAF it checks whether it is within the limits (100x120px) and if not automatically resizes it to match . Unfortunately this handy function isn't capable of conserving transparency so you're going to have to do it yourself.

Paint.NET (with some plugins) always sufficed for my needs. Sure it is terrible for lightning, shadows and text but who really needs those in avatars.
