I don't understand how anyone ever lets the counselors get away when they're Jason. Shit is just effortless.
Playing as Jason can be harder than it looks to be honest, I certainly wouldn't call it effortless. I usually do pretty well as Jason, and have killed the whole team on several occasions, but it can be hard to keep track of absolutely everyone. Spend too long playing cat and mouse with someone who is jumping in and out of windows and locking doors and the other players are repairing cars and making phone calls.
You want to try and regularly cover the car/boat areas and the fusebox area but you can't jump around indefinitely. At some point you need to commit to chasing people and leave the other areas unguarded.
That's without getting into the possibility of a counsellor spawning near the fusebox, finding the fuse straight away, and calling the cops within the first couple of minutes of the game, at which point some people are probably bound to escape.
I think the game strikes a pretty good balance. When playing as a counsellor you feel vulnerable as hell and Jason seems completely omnipresent and inescapable. But playing against a good team as Jason, you certainly don't always feel like taking the team out is a foregone conclusion.
The more I play, the more I think escaping in the car seems to be the weakest option. You need to find three things compared to two for the boat and two for the fusebox, people tend to congregate around the car area which means Jason will regularly warp there, and if you do manage to get the car going Jason will probably spawn right in front of you and smash it. The boat seems much safer in comparison, and calling the police allows you to go hide for a bit. Jason will often spawn right in front of the police but you still have more chance of escape than if he appears in front of you in the car imo.
