To the people ITT claiming this entire thing is creepy: the assumption here is that OP is a pretty normal, nice dude, and that this was a genuine missed connection. Not advocating overstepping boundaries or playing internet detective. Just a simple "second chance" encounter based off information the girl gave. If it doesn't work, I don't think anyone here is advocating for the OP to push any further.
Full disclosure: I don't actually think it's going too far. He leaves a note, then fucks off. If she calls, she calls.

If I were her, and I was really into that dude, I wouldn't ever show up at that spot again after he staked it out. Even if it was a decent attraction, some things set off warning signals and that's one of them, even if OP's intent isn't that.

Different strokes. If it were me, I'd think it was kind of sweet. But again, I would never want to be overly presumptive about the situation, and I definitely don't advocate scaring the girl.
I might be more likely to respond favorably if the note mentioned the OP had come with friends based off my recommendation. After all, OP's mates already asked her if they were going to meet up again. I'd just think it looked like an elaborate attempt at a chance encounter.

Optimism isn't just blindly doing shit in the hopes that things will work out. In this situation, he can walk away with valuable life experience and return fresh and with a better, even more reliable date.
It really depends on how the situation went down. We aren't there, so only OP knows. And how she truly feels is up to her. Most girls that I met before my current relationship pretty much dropped their name in the conversation. Hell, she could be shy though. In this situation, for the sake of her sanity and his, I'd pay the bill and bounce out smiling because I know I'm gonna do better next time.
