After the TPAB fiasco I'm not pre-ordering shit from TDE. First the edited version was uploaded, plus it took forever to get the correct Blacker The Berry version to show up on my iTunes. No thanks.
These dudes are clowns and I legit feel bad for Jay Rock. He clearly got the greenlight and probably had a few release dates discussed; at the album listening party he said it would be a surprise release. So he spent four years in limbo only to return to limbo.

It wouldn't be wise to release right now. He hasn't been on radio shows, he hasn't done much promo other than videos and tracks here and there. He just isn't "present" right now which is why I agree with the notion that this might sell Troy Ave numbers.
