As long as you don't do chargebacks or try to obfuscate your requests I don't see what's wrong with it.
The policy is either connected to the EU "right of withdrawal" or a UK equivalent, or MS decided the cost of the refunds is less than the cost of chargebacks/disputes if this policy wasn't in place.
Eventually if too many people do it MS will close the loophole and either make the refund based on remaining time or make GP non-refundable. That would lower the quality of service for other users but that shouldn't be your problem.
