He's a pretty talented wrestler and was one of the better babyfaces in the indies and for a while in NXT. He's one of the few wrestlers that works well as a good guy rather than a cool bad guy.
He just hasn't had a single interesting feud since 2014 so I can't blame anyone for not caring about him. He's got more of an upward ceiling than say Cesaro though.
