That's the northern part of the state border. More than likely the panhandle area due to its description. With some liberty taken, I'm sure. The train bridge and kayak part looks straight out of Alabama/Mississippi.

I'm ok with a more serious tone like RDR if that's what they're going for. I just don't see anything compelling here other than the budget.

GTA has always been built around satire and dark humour to me and RDR has always had a more mature storyline. A serious tone in GTA doesn't work imo. I hope I'm wrong though.
