The only evidence I've seen is people discussing reticles, such as what you posted. Do we know that the reticles represent a change in how the weapon functions?

Because that's how Megalo works. Reticle size is variable and directly correlates to the amount of projectile spread.

Why are people disappointed the CE beep is gone. If you want to know if you hit someone look to see if their shields flare up.

Not sure on this, gonna have to wait for confirmation from Fyre, but shield flare in CE does not mean the host registered your shots.
