I once thought about that concept, and it might work if done properly. My suggestions for distributing them: Allow the highest rank player to pick their loadout first, then 2 seconds later the next higher rank can choose their loadout, then another 2 seconds later the next highest ranked player could pick a loadout, until all the everyone has a loadout.
