He did not make an absolute boast of a claim, you are treating it as if a statement like “it shits all over it” has been made.
We will see how developers deal with it, but from how each company described their solution, from what Xbox already had and it would make sense they expanded on (and let it lean on the GPU extra performance headroom, I do not think they chose such a high TFLOPS goal to make a big number appear in the specs sheet... the GPU will help out more... see the ray traced audio bit), from the needs they need to fill (one solution will clearly be targeted towards VR which needed an extra box on PS4/PS4 Pro to process audio), and the focus they each had in their HW presentations so far... there are more indications about one being key to the console and the other being important, but raised up right now to balance the PR impressions of Tempest Engine. Good PR move on Sony giving it a name.

while that may sound incredible and over the top....(even cars use B&O or Bose speakers), at the end of the day, Sony as much as B&O, Bose et al. have a sound quality division. It comes not by coincidence that the most up-to-date noise cancelling + hifi quality consumer headphone come from these companies and I am being very explicit with the word CONSUMER headphones. Don't start adressing super high end headphones for gazillion dollars.
By the end of the day, this means that everyone has to do something about sound quality, but XBOX (Microsoft) doesn't seem to have the capabilities in-house. Solution might end up being very close to each other but Sony can make a "make" decision while XBOX has to do a "buy" decision.
We will see if end-results will be comparable.

In-house means Sony has capabilities to create the Solution for their 3D-Audio / Tempest Approach in different Divisions and approach it via their knowledge from movie, Sound and mobile division and put all of that Into the excercise and therefore make the most Out of their ingegrated Setup. Knowledge Diffusion ist seemless INSIDE a Company. It means no NDA's need to be setup, negotiated Sohnes and neither do they need to Take a big detour in Terms of availability of time, data etc. It's all much more seemless.
Xbox + B&O in the other hand will have to create a structural Agreement in Goals and Procedures and since it is proprietary knowledge that needs Protection they will also need to find agrements in NDA etc. This will make the process itself more tedious and Take more time.
At the end of the day a textbook "make-or-buy-decision" Case study

Well, it's clearly because the PS5 version has a nifty name - 'Tempest'™ (not just a marketing term at all).
Also, Cerny said I could send him a pic of my ears for customised audio, yet when I send Phil Spencer photos of my body parts, he refuses them.

I'm planning to get a soundbar for next gen as I'm fed up with my TV speakers now. I'm on a tight budget. All I know is it must be 5.1, and not interfere with 4K/HDR.
I'm not so good at audio stuff, so which should I choose, please?

If you dont mind the bulk, you can look for edifier range. Sound will be fuller and more musical than the weak soundbar.
You can add a sub later on.

Consoles have supported surround since the original Xbox. Since then the vast majority of people do not use it and don't even care, but it enhances games tremendously.

There is a new App for 3D Audio on store, it's DTS: Unbound and it simply sounds bad in coparison to Dolby Atmos for headphones, that's all.
