Song count being too low (22) is the only thing I'm worried about, unless they have songs that are unannounced. There are several in there though that I really like though.

I really wanted to like that game, but the Don't Say Lazy outfits not being in was a glaring omission.
Kinda would have loved to see what kind of crazy PV they would have cooked up for 聖槍爆裂ボーイ. Everything being performances seems so limiting.

I can't pass the most difficult expert songs in diva games (took me around 100 tries to beat Negaposi, and I have never beaten Dream Fever) so if I had known the DLC would just have been super expert songs I wouldn't have bothered.
I believe they were just much more concerned with song type and variety and not difficulty.
That being said, if you're dissatisfied, purchase Future Tone when it hits PS4 and pick EX Extreme on every song. That's probably the hardest it'll ever get.

I mean, I can't beat the absolute hardest songsI've never beaten 2D Dream Fever, and I can only beat Two-Sided Lovers every once in a whilebut there are so few songs that even come close to that difficulty. The most difficult song in the DLC is Rolling Girl (which was, in turn, unfortunately the one DLC I already owned.)
