If you're proficient in Illustrator, you would place the raster version and then trace the vector version on top of it, and delete the raster version.

If you're not, get a copy of Adobe Streamline ($129 USD on the Adobe store).

You have access to a drum scanner? With a drum scanner, you can blow that image up to billboard sizes.

Rastor to Vector is not yet something I can do, but look to the NAPP National Association of Photoshop Professionals for guidance.

Streamline doesn't work under OS X (afaik, correct me if I'm wrong), which sucks. What also sucks is the lacklustre Autotrace tool in Illustrator CS.

The good news is, Adobe are throwing Streamline (well, not as a seperate app. but all of the features will remain) back in to Illustrator when CS2 comes out next month. Woohoo!
