Not a direct comparison to the 4 but the noise in the out-of-focus portion especially is pretty damn impressive for a little cell phone. This thing is going to revive the photographer within. Because the best camera is the one that's with you and all that...
The 4S is quite capable of some impressive macro shots. Has the aperture been increased? It seems to be able to get quite a shallow depth of field, especially close up.

You know, maybe they changed. When I worked there we had to do it because the iPhones were "bricked" until you plugged them into a computer with iTunes. Disable fetching. Double click the home button. Remove all the apps. See if you get any battery drain. There was an issue where my work updated their Exchange servers/settings and people using the old settings on their iPhone saw their battery die within hours.
