Of course it's possible, but what he's saying is that if you have two native Japanese parents then you [most likely] will have black hair. Black hair is a dominant trait and if both parents have it then the odds are not in your favor.

So Yui and Ritsu being special like that could be seen as odd. Most girls in Japan who have brown hair do dye it.

Both of Yui's parents have brown hair so...

Ritsu's brother has dark hair so she might dye it, or maybe not
