Marineford is the best One Piece arc. It's the ultimate culmination of the first half of the series that reinforces all the themes and setups that came before it and sublimely passing the torch to the next generation while perfectly setting up the themes, enemies, allies that would continue into the Timeskip.

Marineford the best arc in One Piece? I don't know about that. It certainly was pretty damn cool but I feel that the Enies Lobby Arc is perhaps a superior arc.
