Gear 3rd is Luffy pumping air into his bones expanding them and since bones are as hard as bones (but elastic as rubber 'cause manga logic) he gets what essentially are arms of a giant

That because Luffy's bobe is like car tier: have properties of rubber, but hard enough to hurt someone. In that regard, Oda's reasoning behind Luffy Gear ability is acceptable.

In Gear 4th, he blew air into his muscles, and then used armament haki to make his muscles very rigid, which increases the tensile strength of his rubber. He compresses his now flex resistant muscles inwards so he can shoot them out with explosive expansion.
