There also is the aspect of not all characters being ready to be shown off at the start of the marketing campaign, especially in fighting games, where the characters are 90+% of the gameplay. If I post a list of 30 characters and not all 30 end up being in the game in the end, it's a big marketing mistake.
Furthermore, characters from a movie are different than those from a fighting game. A character trailer for a fighting game is more akin to a gameplay trailer showing some new feature. Or if you want to really stick to the movie equivalents, a new trailer showing a new location, or some aspect of the movie that wasn't known about first (e.g. a specific actor) or some badass CGI.
