Maybe my translation was wrong but isn't it saying 130k MORE than Mario Party 8's first day, with the expectation that it might be 300k more than MP8 by the end of the week?

I dunno I could be wrong. But I doubt it would be only 130k first day. In any event the game will have legs.

If it doesn't then that would just cement the belief that gamers are still waiting, and it truly is just soccer moms and a few hardcores who are buying it...

Why not just say MP8 sales + 130K, whatever that number is then?

I'm not so sure about that. I think the Japanese console market in general is in decline.

It's saying that going by Mario Party 8's first day -> first weekend number, we should expect around 300k for the first weekend for Mario Galaxy.

Anyhow, if it just does ok there's two major things we'll see:
1) Software-wise it'll act like Zelda TP did and sell about a million
2) It'll bump the hardware for a week or two, but it's not going to shoot it up to the stars like some predicted. Hell, this might mean PS3 actually has a chance to beat Wii hardware on their 11/11.

Anyhow I expect Wii software to be like this:
Games like Wii Sports, Wii Fit = sell shitloads
AAA 1st party games & FF/DQ games = sell ~1 million
Most other games = sell like shit

Opoona doing 2.5k is pretty shitty.
