I feel with the boss, who already being an awesome character in 3 (and my favourite MGS character in general) then in peace walker through the cassettes with Strangelove (and to a lesser extent Eva) Kojima went overboard with teling us just how super amazing she was, making her feel like less of a rounded character.
Both things are true.Ah, fair enough.
I always took EVA's tapes as more or less an expanded rehash of her closing monologue from MGS3. The Boss came off quite beleaguered considering all the crap she gets put through. Goes with the messianic territory, I guess.
Strangelove is in love with her, so I never found her glowing descriptions out of place.

TPP is a prequel to 4.I thought it could have been a character that has been in a previous game, that is Alive in this game?
For example, Zero dies in MGS4 but he's alive in TPP, then he'd be brought back from the dead then wouldn't he?

Brought back doesn't mean it's someone who magically comes back to life, I said it could have been a character that died in a future game that is alive in MGSV.

You should rewatch the scene before you talk, he actually lowers the gun afterwards meaning there is no danger nearby.
