Honestly I think we are going to see what every studio is working on, even if it's early in development.
MS needs to go all out on the games along with Scorpio. Do what Sony does and announce games that won't be out for years to generate hype.
I feel like the coalition might be allowed to work on a new IP after the mediocre sales of Gears 4, or at least have two different games in development.
I know the above is highly unlikely.

It works for Sony because they announce exclusives to beloved games so nostalgia triggers

To the bolded: I think 18 months is the sweet spot. 2 E3s, the second one being a big gameplay showcase, should be enough, just like Sony did with Horizon Zero Dawn.
Regarding The Coalition, as much as I like Gears, i WANT them to try other IP's, or even have crazy crossovers (Gears of War: Crimson Skies anyone?).
Phil has specifically said on multiple occasions they have moved away from announcing games so far from release (which is why we know nothing beyond the 2017 games).
That said the strategy definitely appears to work for Sony.
As for that Rare rumor. They should spin the Kinect Sports wave race mode into its own game. Have it be a smaller title priced at $20. Let it be like 8 player online MP, rankings, creatable avatars, 8 or so maps, add power ups to it and release it. Let it be your own "kart" style racer. That game was something that should been seen and played by more people

I mean story dlc wasn't really featured in the season pass, so it just becomes its own stand alone thing at this point. That would make sense if you want to launch it in game pass. 3-4 hour side campaign starring Oscar or somebody. A taste of GOW4( before you put the full game in 2018)

If Nintendo or MS had a Spider-Man exclusive in their pocket, they would announce it and their fanbases would (rightfully) go nuts.I like games being announced years before they get released because I want to know that the manufacturer is invested in first party and that the sort of games I like will continue to be made. The Spider-Man, FF7 Remake and Death Stranding early announcements were the right thing to do, those were massive coups and if Microsoft had games of that magnitude they wouldn't sit on them for years and then do a reveal 6 months before release, that's just daft.
Kojima could put out a trailer that's just a naked man shitting into a bucket and you'd get over a million views for the trailer, countless re-uploads of the trailer and analysis videos and a 40 page thread on GAF dissecting the symbolism of the bucket and GAFers searching DIY stores for the exact bucket. You don't turn down that sort of exposure, doesn't matter that the game won't be out for another x years.

Something smaller budget would make more sense. I believe Banjo Kazooie Nuts and Bolts released at $40 for all the good it did that game. Admittedly, that was not a true BK platformer at all.
