The implication there was that he was a foot off the strike zone on both of his pitches. They probably didn't want to pitch to him behind in the count and wild as fuck because putting him on first was relatively meaningless.

If I had to guess they probably just thought they'd see if the hitter would jump at anything and if not, fuck it.
