Yeah, no. Let's take this one step further.
If we transfer all the bigots away to an office or area where they only interact with like-minded idiots, then I am concentrating all of the racists in one spot. This will not only make that behavior MORE likely, but it also creates an area where I can't send blacks/women/gays/jews/minorities because the people who work there have a known bias and lack the good judgement to keep that bias to themselves.

Yes, because HR is just chomping at the bit to create as much useless busy work as possible, when we aren't sleeping in the office or playing facebook games all day.
I'm giving her the slight benefit of the doubt based on the info OP has provided us. She doesn't sound like a blatantly malicious person(most likely a bigot), except when it come to her daughter's relationships, which is still a private issue. If she's not front facing clients it shouldn't affect the bottom line. The transferring to another office is a way to both keep those current workers happy and meanwhile avoid directly firing her and risking a lawsuit.
If her job is easily replaceable, such as admin work, then fuck it get rid of her and bring on someone new. If she drives revenue or brings in significant business, the very last thing you'd want to do immediately is fire her without cause, even in an at will state.
The transferring to another office isn't to accommodate her, its to give her incentive enough to quit on her own merits and absolve the company of any liability. You can't sue if you quit, you feel me?

YES. Finally, someone understands. In all seriousness though, I'm sure it isn't true everywhere, but the HR Department where I work does spend a lot of time developing useless busy work (in the form of surveys and mandatory seminars on non work related topics). It's driven me a little nuts, so my faith is low. (e.g. your mandatory stress-reduction seminar is stressing me out HR, because the hour you want me to spend there, is an hour I have to make-up on the weekend!)
You posted above, that it would be immediate termination where you work, so it sounds like the HR Department at your place is much more no-nonsense.
I want to clear up something, we work in Chicago. L is from northern Michigan. I don't think it's relevant, but I thought I would share it because she makes everyone know where she is from.Newsflash, those are concerns employers have to worry about every day. It's a part of operating a business. You lose employees every day for all types of reasons. If you're a large enough business, you're constantly in the position of training someone new. These aren't valid excuses to keep a known toxic element on the payroll.
As for the potential lawsuit, Michigan is an at will state, so she'd have to be able to prove that she was fired erroneously. She'd also have to be prepared to go against the manager who filed the report with HR and the employee who was also present and corroborated with him. That the known toxic element might attempt to sue you for doing the right thing and canning them is also not a valid excuse to keep them around.

IDK man, workplace gossip is a thing, and if this gets out I highly doubt any black or Jewish people in the company would feel comfortable working with her. So the only place they could realistic transfer her without friction is somewhere without any black or Jewish people, and that to me seems like rewarding her for her bigotry not punishing her.
No there isn't, because this policy applies to everyone. You cannot get away with bashing gays if you're black. You cannot get away with bashing Muslims if you're a woman. You cannot bash Jews if you happen to be Hispanic. Our policy even extends to protecting the disabled and political affiliation.
This is why it's a zero tolerance policy. It is not singling out white people for racism, the point is that everyone is entitled to a safe workplace, and everyone is representing the institution the second they walk in the door.

I don't do my job properly then it's a shitstorm. If I sound passionate about this it's because I literally just finished a week-long orientation for new employees to make sure they all understand that we do not put up with the kind of behavior in the OP .

I've only been in government since January. I was private sector until I turned 35, though not necessarily all of that was HR work.
I was management for a VERY large company, and the policy was just as no-nonsense there, because toxic workplace elements are a liability, shareholders or not. I've worked for privately held and publicly held companies and the message was always the same.
you work for a 5 person family owned shop in idaho somewhere? might be different. But if you're large enough to have an "HR department" or a "legal department", ask them what their workplace harrassment policy is. I guarantee you that officially it's not much different than "don't let the door hit you in the ass on the way out."
I tend to take racist platitudes as threats. Even when they aren't directly malicious, or aimed at me. As such, I am sure you can understand how someone like me might feel extremely uncomfortable working at a job where people can say stuff like this, but nothing happens to them for it.
It makes the work place seem threatening. I would think that as any sort of manager, that would be a condition I'd very much like to prevent. As such, things like this could constitute the "bigger shit" I have to worry about, as a manager.

And there are people here whose first thought was "These poor, mistreated racists." I don't understand that. This woman isn't being "mistreated." She's being treated accordingly. Any asshole in any well-managed workplace who thinks they can be an anti-semitic bigot, LOUDLY, while working in a multicultural workplace needs to go. She is making things worse for everyone and has crossed a significant line, one where the cost in employing her will be way too high for any benefit she might provide.

Getting a black guy in our department really helped with the casual racist talk. The weirdest thing is that the most vocal racist fucking loves this new guy. I think its good for him.
That's not even surprising. We're all brothers. Racism is mainly driven by ignorance. He's getting to know a guy he's probably stereotyped for years in his mind. He's realizing that we're all the same. It always helps if the new guy is 6'3" 255 lbs. too.

Yeah, I was really nervous before the black dudes first day. I was afraid someone would slip up. The worst thing that's happened is this autistic janitor asking if he was Will Smith's brother(he doesn't look anything like Will Smith). The new guy replied "What, because I'm black??" You could have heard a fly land in the office.
This thread is eye-opening. My last two jobs (in the academic and industry sides if biotech) made it explicitly clear that you could face sanctions up to and including termination for violating company behavior guidelines, including racial or sexual discrimination/harassment/profanity. My current company made us watch an hour long educational video about the do's and don'ts of workplace etiquette.
And no, HR does not give a shit if you have a family. You abuse the term "thought police" when the person volunteered the information unprovoked and in mixed company.
So what's the point in firing her? What does it accomplish?
