That'll probably be the focus of Shigaraki's arc. He's meant to grow from being a man-child into being a true villain, maybe even the greatest villain.
So it would make thematic sense for Shigaraki to restore villainy to its former status along the way. People like Overhaul aren't going to be sitting back, either.
Plus, this is a more of a hunch, but I'm guessing the story was deliberately structured to become more fantastic and more like a comic book over time. We know the series is set in the near future, and we've already seen things like Aizawa's hologram remote, semi-intelligent robots, and if the theory about Aoyama being quirkless is true, portable laser weapons.
So it would also make sense for the villains to be under-equipped now when the series is fairly grounded, but for them to get more crap as the series expands in scale. I could totally see Deku and co. eventually (e.g.) fighting robot armies and people in power armor, for example. Or something like an Omnidroid, that would be cool.
(Also, we still haven't met the villain counterpart to Mei.)
