i think it's a smart move really. $19.99 is a "magic price" that a lot of people will jump on, especially once they see the content. If NARC does well and makes a name for itself, i could see the sequel demanding a higher MSRP.

Hasn't been released yet. It was developed by VIS, who also devved State of Emergency. It looks like a mix between that and True Crime, and it'll probably turn out to be yet another pseudo free-roaming game where you can choose between doing good and evil.
 
This model only works if the released game is preceived to be high quality. Tons of $19.99 games that fail to sell because they are precieved as low quality. $19.99 needs word of mouth that gamers are actually getting a bargain for their money.

Activision's Kotick worst nightmare might be coming true. I think he was bitching about the ESPN pricing few days ago because he probably feared companies will start lowering prices and his fat profit margins will be squeezed.
 
One other thing this does is cut deeply into the used games market. If a consumer is faced with a 15 dollar used game and a 20 buck new game, they'll spring for the new one for more often then when faced with a 35/40 dollar decision. EB has been pretty evil with the way they push used games in store.
 
i see this more as midway realizing NARC is probably a pile of shit, and at $20 they're certain to sell at least a few copies, especially based on name
 
People still have their head in the clouds, thinking that good first-run games can really be sold for twenty bucks. Midway probably just got tired of delaying and re-tooling this piece of crap. "Ehhhh, it sucks but let's just get it out the door..."
