I think it's pretty easy to explain Frieza coming back and being significantly more powerful than he was before. Just say he's been fighting for his life against Cell and Cooler in hell.
Question is will he come back as fully organic Frieza or Mecha Frieza?

The dragon can only grant wishes within it's power IIRC, so no, they couldn't do that.
They'll give Frieza a massive power boost somehow, though. I'm sure about that.

I think it can be fanwanked into continuity, but since Toriyama is shepherding these movies he's likely ignoring (if he's even aware of in the first place) anything he didn't originally write himself: the old movies, GT, etc.
Real talk - I'd love to see a straight up 1v1 fight. Legendary Super Saiyan Brolly vs SSJ3 Goku.

That was from Lord Slug, right? It looked like a kaio-ken / SSJ hybrid, and yes it looked pretty neat.
I would have done Super Saiyan God as something a bit more subtle. Like he keeps the gold hair look, maybe his eyes go from teal to gold and maybe his clothes turn gold too. The "normal goku hair but red" look just doesn't look god like to me.
You know he's going to be like "Hey, I thought you owned the galaxy, dude. You let some monkey push you over? Can't let that happen, man ...".
