But doesn't everyone who dies lose their body, regardless of Heaven or Hell, unless they've done something to deserve keeping it like Goku has? Even Vegeta had to be temporarily given a body again in Fusion Reborn as he normally didn't have it.

Toriyama has come out a number of times saying he really did not like a lot of what he did after the Frieza saga. That he just stop caring about the powerlevels. I think the movement from SS3 is move to go back to the focus of fighting rather than power up over and over again. The last movie hints at the idea that Toriyama planning a few movies based on DBZ. Which is why I had expected it to be Frieza that was going to be wished back, because he was spoken about in the last movie and was from a period of time when Toriyama was more happy with his work.

Frieza was going to blow up the Planet Vegeta regardless of Beerus's involvement.

It's implied in BOG that they've met before but there is nothing to suggest Frieza was under his control or much less his servant.
