Russ is the best of his young QB brethren at the moment, and now that he'll have to do more to win games I think he'll get even better. He doesn't turn it over much and became an efficient passer the second half of the year. He's coming along mighty well friend, and plus he is not banging Ciara for another two years do you will continue to get elite play.
Luck and Scam were are two guys who went to shit teams and had to carry them for a while. While Cam probably had to work with less overall, he's had better coaches and has actually developed. Aside from his ugly as shit mechanics at times (throwing off his back foot accurately...) He has become pretty hard to stop, DEN deserves a lot of credit for making him look like shit--at least this yr.
Luck hasn't seen much growth since coming into the league, his second season is still on the better side of his overall stats, and he still is more like Brett Favre than any other QB playing right now. His only good game this year was against DEN where he styled on them with a janked shoulder, questionable rib cage (my Colts didn't know, I swear!), and a lacerated kidney and torn ab muscle (these two occurred in the 4th Q).
If you ask me now, I still think Luck has the highest ceiling, but as of now his peers have passed him.

I don't know. I always had a problem with his scatter shot ball placement. It was evident a play before the strip sack. Missed a wide open receiver (can't remember who it was right now) breaking out. Biggest drive of the year and he missed a throw that QBs need to make.
Consistency is the name of the game. He is not consistent enough as a passer. He has gotten better as a thrower this year somehow with terrible mechanics but scatter shot ball placement still shows up at times.
I would take Russell too. Russell is a more accurate passer, and a better improvisor. They both can make defenders miss but Russell is far more dangerous as a passer when flushed out of the pocket. Russell improvising doesn't seem random either, it is like he has system to his improvisation. Cam obviously adds a lot to the run the game schematically, his designed runs are a huge part of the run game. I just wouldn't be comfortable exposing a QB to that type of punishment.
