Illegal formation is when you don't have 5 ineligible men on the line in the middle with two eligbles at the ends with a minimum of seven on the line. Illegal substitution is typically when you have too many men on the field.

Ummm...there is a slight difference in making the correct call on the field, flagging harbaugh in game for complaining about it, tweeting and issuing press release about the actual rules, and on the other hand actually investigating the issue of inflated balls. Is that hard to understand?Ummm... unless my memory went completely out the window, the NFL actually did address Harbaugh's complaint. They investigate the incident to make sure that the formations and substitutions fell within the rules of the game. They concluded that what the Patriots did wasn't illegal.
Now after their second playoff game, we have another ridiculous accusation and another uneventful investigation taking place. I can't wait for the post-Super Bowl drama!

All discussing ref calls or non calls. That is not an investigation for breaking the rule like spy gate, the bounty gate, or now deflategate.Pretty much the same thing in my book. They had to take a look at the video of the play from the game which is evidence in the investigation. They had to talk to the officials to determine their ruling on the field. They talked to the other necessary parties as well.
The ball was supposedly deflated. They have the video footage of the officials switching the ball out. They're going to talk to the officials from the game as well as the other necessary people as well which includes equipment managers and so forth.
What are you trying to get at here? They are both rules that are being questioned.
