I think the extent of your rights depends on the state you live in.
been a while since i rented. might have to look at your rental lease and see if it's disclosed in there, or see if there is any state rental rights and laws to be upheld by your landlord

Bitch, bitch, and bitch some more. Then threaten to not pay and move out (but be ready to argue about it). Though you should probably read your rental agreement first to figure out what your legit options are.
It's bullshit, but basically the only way to get a shitty landlord to man up is to play hardball with them. (it's why I started renting from "mom & pop" landlords who only have a few properties -- they're more personal, and there's somebody you can talk to when you need something fixed)
