They obviously didn't even write the jokes themselves. The moderator of the event, Leslie Odom Jr, is black and the entire moment feels scripted and the audience reacts with laughter at both his and Hillary's responses, meaning not even they felt the joke was tactless.

When the story broke this morning, I thought there was no question that it was scripted. The whole event is a "shit on the mayor" event. It's like the White House Correspondents Dinner or a Roast or something. It's aoooo type event.
I thought the joke was harmless, even funny. I see now that it wasn't, so I think they should probably apologize because that'd be the right thing to do. But I guess I'm someone who is used to Deblasio every day, and maybe more importantly Deblasio haters...who say some of the nastiest things about his family ever.

It's pretty clear it was a skit. The joke was racially charged and inappropriate though. It's as bad as if she said the joke that goes "what do you call a black man with a PhD?"No, a tasteless, tactless and racist joke is bad, with or without laughs, but that's not what is happening here.
De Blasio didn't make a racist comment, it was a skit intended to make fun of out of tune white politicians who say stuff like "C.P. time" and it was a sort-of a roast against him, like the ones you see at the White House Correspondents Dinner. De Blasio just went on CNN and said it was a skit, not an actual comment or joke he came up with in the moment, it was prepared by the host of the show, he wouldn't say something like that and was poking fun at the people who do.
