In NYC, at least, certain types of protests require permits, and in some cases, bonds. AFAIK, its a fairly straightforward process to obtain a permit.

The actual street was blocked, so pedestrians could only walk on the sidewalks. So if the goal of this thing was to make a single street in NYC more difficult to traverse for middle and lower class workers striving to get to their low-paying jobs on time, then congrats. It totally worked!
