Not entirely... it's still up to NOA as to whether they think an individual game warrants paying the ESRB fee.
Something odd that's been bugging me about this, though... things like Mega Man Collection and Animal Crossing and the like: I believe those only have one ESRB rating. However, rereleasing the games individually would seem to imply that each has to be rated individually... even though, in theory, the amount of time/effort to review and rate an older title should be less than a newer titles (due to length and such). I'm just wondering if NOA is getting any sort of "discount" or proportional rating charge due to the low prices of the games...

Considering how long we waited for some of the other ESRB-rated games on VC (if they see release at all), I will refrain from getting excited over Earthbound until it is actually announced for release.
Having only played it for an hour or two (years ago), it will be cool to play through the game for the first time, and judge for myself whether the hype is warranted.

Well, I'd imagine selection is something of a team effort... obviously Nintendo asks for what they want, but 3rd parties need to supply the data and any reference materials. If Nintendo asks for a game they don't have files for (or want to give files for) it's obviously not going up (hallo thar DQ/FF).
Nintendo might also format stuff like manuals for the real VC 3rd parties though, I don't really know. I do know Hudson, Sega, D4 & Commodore do 100% their own emulation and bug testing though (well, Sega outsources it to M2).
Well, if those games were up, yes, I'd complain. But I'm not sure about the translation one. Probably depends on the individual game. If Square-Enix managed to somehow shove the PS1 translation of Tactics Ogre into the SFC version or something like that, I think I'd give that week a pass. Or if it was a game in a genre that's never had significant representation outside Japan, like Tokimeki Memorial or Wonder Project J2, I'd probably give that a pass too. Or if Game Boy Color emulation ever happened and I got Star Ocean: Blue Sphere, I'd buy it and then be liable to gift it to two other people. But if it was just a game like SFC Magic Knight Rayearth or that one Genesis Sailor Moon beat-em-up, that would suck. :/ (Said with the caveat that I'd buy that Sailor Moon game probably without hesitation.)
But yeah, in general I'd complain about any one-game week--but the WiiWare launch week is coming up and I'm a really big supporter of WiiWare, so I'm honestly not sure. I already think that Wii retail has been rendered almost irrelevant to me by Virtual Console, and now it's set to be rendered almost doubly irrelevant by WiiWare as well. (I can honestly say that with the one exception of Tales of Colette: Dawn of More Colette and the New Monster Collecting, there's not a thing on the horizon that I care about in terms of Wii discs. I mean, yeah, Monster Hunter 3, but I have no idea what that series is like. I'm just assuming that hype and amazing sales for the portable games in Japan are likely to mean something good, which might or might not be a horribly foolish presumption.)
With all that said, I think a strong showing for VC on May 12th could only help in guiding (ever so slightly) more traffic to the Shop Channel, where people could potentially be drawn to whatever large graphic Nintendo puts up about the WiiWare launch. And I do believe that both services should be made to coexist and create some synergy with one another; they offer different experiences at different price points, and I'm not really worried about them cannibalizing one another. This is especially true given the way that Wii Points are distributed; a person could wind up with extra points remaining after buying all the WiiWare titles she wants, and then end up looking to Virtual Console to spend the rest of her points (or vice versa). We've seen people on GAF mention this mentality taking hold on them several times.
So, yeah, if no VC games are released that day, I'll definitely think Nintendo missed a solid opportunity. But whether I'll take time to complain about it then, I don't know. I may, or I may not. I may wait a week, after the WiiWare hype has begun to cool, and complain about it then. Really not sure.
I suppose one could argue that I've successfully covered my bases by complaining about it in advance.

I like the genre, but I'm rubbish; something which isn't stunningly challenging like many can be would be ideal. To put my skill in perspective: I've completed Axelay, and that's about it. And that was back when it was new, so I've probably lost most of my skills since then anyway.
Out of the ones I've bought (on VC or elsewhere), absolutely skip R-Type III, absolutely skip Zanac. Those are in no way accessible. As much as it pains me to say it, skip Lords of Thunder too. I don't remember Gradius III being easy in any way. There's Blazing Lazers... Eh, I guess I could call it accessible, but it's just not the best there is. Gate of Thunder is relatively easy on Normal, so there's a decent pick. Soldier Blade and Super Star Soldier are your best bets. They're not terribly hard (unless, you know, you change the difficulty to hard), and I think they're the best two on the NA VC anyway. I'm guessing Final Soldier is the same way due to being in the same series--but I'm not sure since that one's not up on on the NA VC yet. If you like having import titles up on VC, maybe choose Final Soldier to support getting more of them? Whatever you think. But, yeah, to lay out my thoughts purely in terms of accessibility:
Super Star Soldier/Soldier Blade(/Final Soldier?) > Blazing Lazers > Gate of Thunder > everything else
And comparing these games in terms of quality, swap the positions of Blazing Lazers and Gate of Thunder.
Incidentally, Blazing Lazers has button codes if that changes your opinion in any way. Not sure how rubbish "rubbish" is, so I'm just trying to cover all bases here. <_<

Cool. I still have a working cartridge, so I'll have to think about whether I'd buy it, but good news for many people. Now if they'd just hurry up and get Earthbound out along with Shining Force II, Ys Book I & II, and Phantasy Star IV, we can start saying VC has something like a respectable RPG lineup.

Super Turrican. Surround sound for its awesome, awesome music, and overall I think it's the slightly better game anyway. And, as that Factor 5 representative was saying in here a couple weeks back, apparently it's closer in spirit to the original Turrican games, with a bit more exploration compared to Mega Turrican's linearity. I really like Mega Turrican too, though, but I'd have to say Super is the way to go. For the music alone, if nothing else... Besides having a better quality with the SNES' sound capabilities, the extra sense of exploration allows the music to last longer, which is a really huge positive. Plus Super Turrican had more of the kinds of enemies that can be killed by jumping on their heads, always a plus since that's so rare in this genre.

--oh, look at that, Star Parodier out of Japan and headed to the UK. And Gleylancer too! So basically Virtual Console is back to taking names everywhere except NA. Not to begrudge Europe the idea of actually getting great stuff for once, obviously--they deserve it after all the abuse they take from Nintendo, including on the VC front. I just hope these games--other than Puyo, needless to say--also show in NA in relatively short order.

Incidentally, Jiggy, I would actually consider Lords of Thunder quite accessible. You get a health gauge, which is fairly rare in the genre, the shop system allows you to start with power-ups, and the game is one of the easier VC shooters I've played. Lords struck me as being quite accessible, actually. But otherwise, I agree with your points.
Surprise, surprise. I figured Nintendo of America taking the Earthbound demo out of Brawl was the nail in the coffin for ANY Mother games ever to be released again in North America in ANY fashion.
So I suppose all the Starmen.Net fearmongering was for naught.
Also, Nintendo certainly is inscrutable, if nothing else. They go to such lengths to remove the Earthbound demo from Brawl's Masterpiece section, then turn right around and give an actual, solid indication that the game is coming to VC. Bizarre.
Hmm. While I think that this new batch of imports will also show up in the US (Cho Aniki is still up in the air) there may be some slight schedule adjustments. Seeing as Wiiware supposedly hits in May Nintendo might decide to clear out a week to spotlight a new area of interest for online shoppers. Obviously, they will want a strong showing and therefore they'll want little competition.
Eitherway, I stand by my previous statement that May will be a good VC month, and that it should answer the question of what the deal with the weaker lineups over the past months has been. Glad to see Hudson is still going strong and that the optimism was right (6 TG16/CD imports in a month is certainly time well spent). Also, nice to see D4 also stepping back in after their near 6 month break; now they just need to start exporting those upcoming MSX titles. Hey even Earthbound got a very solid confirmation (if your into EB).
Here's to a hopefully epic month for the Wiishop.

People also hoped for Mega Man on its anniversary, and thought we'd get a big update on VC's two year anniversary, among other "special events" and none of it ever seems to pan out. As much as I'm hoping for EB next week, if it hits, I doubt it would have anything to do with Mother's Day.
This is the month of May. Will Shining Force 2 come out this month? Or will I be left again. :lol Oh, Nintendo, you really are the master of making me wait on things. You dangle them out there at me and them hurl them through time to some unforeseeable future.

Hell, next week might be awesome for Europe if the two C64 games every other week thing continues. They might see a 4-5 game week with some imports and C64 games.
Man, they could give us Super Pitfall, Break In, and Pengo and I'd still think it was awesome simply because we'd finally be getting more than 2 games again. Europe's only 12 or so games behind the US in total games now.
