Yeah currently it's only 20 tick unfortunately. Custom can be upped to 60.

I can almost bet this will be the case. They already do this in Hearthstone, and Diablo, even WoW. So I can bet this is the case, maybe not the very first season, but after that.

Unless they changed it, yes. [20.8 tick to be exact]

Custom supports a option for 60.

But imo 60 should be default for matchmaking and custom should support 100+.

Sounds good to me, but what about crossplay between old and new consoles? How's Diablo 3 in this regard?

There is none. Only the next gen version got the continued patch support after release. That was for whatever reasons not possible for the last gen systems, so the versions are quite different now.
I don't think that will necessarily be a problem with Overwatch.
