I'm level 10 and live in a suburb so been encountering the usual rattata, weedles, pidgeys, eevees, and caterpies. Sometimes though grimer, muk, jigglypuff, scyther, and starter/their evos like to appear to make me go outside for a couple hours to look for them.

Looking it up, it seems like Jolteon can only get Thundershock as a fast attack. Not even Spark which only deals two more points. Damn. Electric types got robbed there. Maybe they're faster to compensate? Not sure how speed works in the game though if it's even a thing.

Then use battery saver mode and put it in your pocket while you go walk. Mine stays active and tracking for as long as I want.
It seems like they did their job correctly though, seeing as you are actively going out for a walk just to hatch the eggs. It's called Pokemon Go for a reason.
I see what your problem is in terms of battery drain but I just don't agree with the idea of the distance counter going up doing whatever else. It takes all the effort out of hatching eggs and everyone would have daily batches of eggs cracking while doing jack shit with the actual Pokemon-catching component of the app.
30 minutes incensed walk in the suburbs, mostly rats and birds. Couple Evees.
Went driving through the city the other day and it's surprising barren pokestop wise and yea more birds and rats.

Not 100% sure, but your save should be account wise, so when the app releases on Google Play and you get it from there, it should take your Google account save.

With the screen off? Being able to put it in my pocket and just enjoy a walk is what I want to do as well, but I get no tracking once the screen goes off. But an even bigger gripe, I can't listen to my audiobook while the app is open, it pauses it no matter what...even if the sound in the app is turned off.
It's common unfortunately for a Pokemon to "glitch" and stay stuck in the Nearby menu despite even going miles away. If you think this happens, restart the app. If it's still there, good news! If not, well, it won't be bothering you any more.
That does suck. But are you sure you can't continue playing it from within the app?

Nope. I did some testing and one footstep is within 75m, two is 150m, and three is 225m, but lots of three are "phantoms" that the game doesn't update properly, so if you see a three-step you want to find, restart the app first to make sure it is real.
A good helper for Android is the app EnRadius, which can draw circles of a set radius around your current location. Helps you figure out roughly where you're talking. Additionally, downloading Ingress is useful, because Go is based off it, and Pokemon spawn where dense clusters of XM are in Ingress, so you can see rough spawn spots.
I mean... ok? If they are just gyms it's kinda useless. And good luck holding that gym for more than 3 minutes lol.
